Always start with the Diagnostics or Products view in Merchant Center, and note the exact issue text for each product. The fix depends entirely on which bucket it falls into.
If any ingredient in the product is on Google's unapproved substances list, the product can't be promoted, however the listing is worded. Blends and "proprietary" formulas are frequent culprits. Check every SKU's full ingredient list. If a product can't be fixed, exclude it from the feed rather than resubmitting it repeatedly. Feed titles and descriptions are reviewed like ad copy. Condition words ("arthritis", "anxiety", "diabetes"), treatment verbs ("treats", "cures", "prevents") and extreme promises trigger disapprovals. Rewrite feed text to be factual and structure/function-based:
Google checks the product page too. Disease testimonials, before/after images, dosing charts for unapproved uses or missing supplement facts can get a clean listing disapproved. Keep the product page consistent with the feed and carry the FDA disclaimer wherever structure/function claims appear.
